If a neonate born to HIV positive mother tests negative for HIV ELISA, can it be safely ruled out that baby is HIV Negative?

If the HIV ELISA is negative, one can rule out HIV infection in the child provided the newborn is not breast feeding and does not have hypogammaglobulinemia and has crossed the window period. Thus repeat ELISA would be required at 6 months of age.
