itis dueto soft skin of face and scalp.also may be dueto defecieny of skin essential fatty acid in face and scalp of child which act as bacteriocidal, but in adult face skin is thick and may be rich in essential fatty acid....

In children, the immune system is immature as compared to adults. Also babies tend to remain more reclined then adults and hence scabies mite affects the face and the head in children as compared to adults.
